The Commonwealth of Massachusetts Community Colleges' Equal Opportunity, Non-Discrimination
and Title IX Plan, effective September 1, 2026, is the current framework governing
equal opportunity, non-discrimination, accessibility, accommodations, and Title IX
compliance throughout the Massachusetts Community College system. The Plan replaced
the former Policy on Affirmative Action, Equal Opportunity and Diversity (PAA), which
was in effect from August 1, 2021 through August 31, 2026. The prior policy remains
available for reference in matters arising during the period in which it was in effect.

The above-stated policies are intended to be applied broadly with the goal of promoting equal opportunity, non-discrimination, accessibility, and inclusion throughout the Massachusetts Community Colleges. The Community Colleges pledge to apply these policies consistently, fairly, and vigorously. Attempts to subvert or abuse these policies will not be tolerated. Appropriate action will be taken in the case of an infraction, consistent with applicable collective bargaining agreements, employee handbooks, and College policies
Equal Opportunity, Non-Discrimination & Title IX Officer:
- Administers the College's Equal Opportunity, Non-Discrimination, Title IX, ADA/Section 504, and related compliance programs.
- Develops, reviews, and recommends policies and procedures that promote equal opportunity and prohibit discrimination, harassment, and retaliation.
- Provides guidance, training, and consultation to students and employees regarding their rights and responsibilities under College policies.
- Coordinates accommodations for individuals with disabilities and accommodations related to pregnancy, parenting, lactation, and other pregnancy-related conditions.
- Responds to, investigates, and helps resolve complaints involving discrimination, harassment, retaliation, and other prohibited conduct.
- Coordinates supportive measures and resources to help preserve equal access to the College's educational programs, activities, and employment opportunities.
